Updates to Nebraska Shooters 2022 edition textbook

The primary update since the printing of the 2022 text was the introduction of Constitutional Carry to Nebraska. LB-77 was implemented on September 10, 2023 and changed all statutes that restricted the carrying of a concealed handgun. Nebraska also added suicide prevention as a required topic on the CHP lesson. We have always covered this topic briefly, but the new requirements include a little deeper look into the possible causes and symptoms of suicidal behavior.

Nebraska reciprocity has also changed slightly since the 2022 book was published. For the most up to date reciprocity map, please refer to our RECIPROCITY PAGE.

LB-77 also had a preemption component which restricts cities from regulating firearms or carry policies. According to the Nebraska AG Mike Hilgers:

Existing law prevents Nebraska Municipalities from regulating the possession of firearms or other weapons in public spaces like those identified in your opinion request, namely “public parks, trails, and sidewalks.” Municipalities have sharply limited proprietary authority over these spaces , and L.B. 77 deprived municipalities of all regulatory authority over the possession of weaponry. Consequently, municipalities have now lawful means of restricting or prohibiting the possession of firearms or other weapons there.”
